    Looking at the event file, it seems Dred Scott and John Brown's Raid have to trigger first, and you have to have 40% liberals in the Upper House, and more likely the closer you get to 1860 and afterward.(?? not sure how to read that part...)

    Nah, Paradox makes their games easy to mod. Its mostly just editing text files in Notepad. The trickiest part is the localisation files, which are comma delimited. There is also a third-party Validator to help catch some errors. Kairos: the whole situation sounds pretty cool.
