Germany agreed to sell the Ukraine295 Leopard 1 tanks. It would allow the Czechs to upgrade 60 Leopard iA1 to A5 standards and then provide another 60 Leopard Ia22 and allow then to again be upgraded to A5 standards and turned over to the Ukraine. Eventually 120 Leopard iA3 would be removed from German army stock and replaced with new Leopard 1A6 and these tank would be turned over to the Czechs for upgrades to A5.
 
The Ukrainian Army was with help from Germany and Austria and the Czechs was rebuilding its military. The Leopard I tanks would be a massive improvement from the obsolete tanks. The Ukrainians had also managed to copy some of the Russian Apcs. More equipment had flowed into the country's hands when the Western Allies had intervened.
 
The Social Democrat Party in Germany moved legislation that would require the Government of the Ukraine to pay the full cost of weapons given to that country by Germany. Currently the German Government was discounting the tanks sold to the Ukraine by nearly 50%. The Czechs were upgrading the tanks so that they matched the A5 standards.
 
The Social Democrats were hopeful that they would win the next election and change the direction of the nation. The Kaiser was silent due to an illness but the Chancellor was not blind to the fact that there was grumbling in the nation regarding taxes and spending. The Chancellor met with the cabinet and revised aid for the Ukraine. The tanks would cost the Ukraine a little bit more but the Chancellor pointed out that these were older tanks and that Germany was not paying to modernize them to A5 standards.
Czechoslovakia and the Ukraine were sharing that cost.
 
The Kaiser who had recovered from an illness addressed the nation and talked about the responsibility of Germany as a nation. He stated that ignoring problems that developed would only lead to conflict at a greater coast to the nation.Germany had an obligation to help its friends and steer the world away from another war.
 
The Kaiser's speech seemed to have an effect on the upcoming election. It appareled to have moved the voters to support the Conservatives..The Kaiser had not called for voters to vote Conservative but to remember that they had an obligation to the nation to support liberty and freedom.
 
The election saw the conservatives win enough seats in the German lower house that they would again be able to form a government. The victory that the Social Democrats were expecting failed to materialize. Some believe that the Kaiser's address to the nation caused the voters to rethink their voting for the Social Democrats.
It appeared that the party was going to go with a new Chancellor. Karl Von Thorsten was the man picked by the party members to take over as Chancellor. Like the Kaiser he was from Bavaria. He had served in the Luftwaffe and had then left the service to run for a seat in the German Parliament
 
Chancellor Karl Von Thorsten was the man that the two Conservative groups agreed to support. He was a former Luftwaffe officer and Jet fighter pilot who had served in both the active and reserve .He had been called to active duty during the crisis flying Combat Air Patrol Missions over Lithuania . and had returned to his seat when the crisis had ended. He planned to replace cabinet Ministers and proposed a shift in spending and a new Chief of Staff for the Luftwaffe as well as aid to the Ukraine.
One of the first measures that the Chancellor tackled was a look at Germ Defense spending and seeing what could be done to reduce the cost and eliminate a lot of red tape. He also wanted to come up with a solution which would allow aid to continue to flow to the Ukraine but require the Ukraine to pay more. Germany would work with the Czechs ,Poles and Austrians to help assit the Ukraine.
 
The new Chancellor quickly proposed reforms which would improve the defense of Germany while at the same time reducing cost as he moved to streamline the process of buying weapons. He called a meeting of the Alliance and proposed some new measures. He called upon members that were not spending enough on defense to increase their spending or else. He proposed that the alliance send a team to the Ukraine and compile a report on the Ukraine's military.
On the matter of Foreign relations he was sending the German Foreign Minister to Russian to discuss several matters
